Here's a working version. Not all teams, but 119 teams are included with roughly 68-70 players per roster.
This is a direct port with some modifications of my NCAA Football PS2/PSP series roster I created, which used a NCAA 14 PS3 roster created by the community at Operation Sports.
Start a new Dynasty. Choose Custom Roster, select/find the csv, and check the DDS:CFB2017 box.
